Mangalore RTO goes hi-tech

The Inspector-General of Police, Western Range, Gopal B. Hosur, on Wednesday suggested that the Transport Department initiate steps to suspend the registration certificates
of vehicles intentionally used by persons for indulging in violence on religious grounds.
The Transport Department can also take measures to suspend the driving licences of persons who take part in such violence.

Legal amendments required to incorporate these aspects would have to be made, he added.

Mr. Hosur was addressing a gathering after distributing smart cards of the Transport Department to eligible candidates at the Regional Transport Office (RTO) here.

The RTO began issuing smart cards in place of driving licences and vehicle registration certificates from Wednesday.

The IGP said Mangalore’s reputation had been damaged due to recurring violence on religious grounds.

Only a few people were taking part in such violence while a large section of people was peace-loving. Mangalore should return to its glory of peace, he said.

If the Transport Department suspended the registration certificates of vehicles used in violence on religious grounds, as well as suspended the driving licences of persons responsible, it would help in ensuring some order.

Referring to the smart cards, Vijayavikram, Joint Transport Commissioner (Enforcement), Bangalore, said that henceforth, the RTO in Mangalore would issue all new driving licences and vehicle registration certificates in the form of smart cards. The card had a microprocessor-based chip of 16 kilobyte RAM embedded on a plastic card and was tamper proof. People should not laminate it as it was machine-readable.

The cost of the card is Rs.200. The smart card driving licence has an accident cover of Rs. 1 lakh for death and Rs.50,000 for permanent disability. The insurance will be valid for one year.

The Transport Department had started issuing smart cards in 15 RTOs in the State. It would start issuing them in the remaining 40 RTOs by this month end, Mr. Vijayavikram said.

J. Purushotham, Regional Transport Officer, Mangalore, said the department would issue smart cards to those who had already obtained driving licences and owned vehicles, after one month.

A.S. Rao, Superintendent of Police, spoke. A.S. Prabhakar Sharma, Additional Deputy Commissioner of Dakshina Kannada and Maruti Sambrani, Deputy Transport Commissioner of Shimoga region were present.

Those with licences will have to wait

People who have already obtained their driving licences and who own vehicles will have to wait for some more time to get their smart cards.

According to J. Purushotham, Regional Transport Officer, Mangalore, the Transport Department will issue smart cards to them after a month.

He said the cards would be issued separately, one as a driving licence and the other as a vehicle registration certificate.

For example, if a person were to apply for a licence to drive a two-wheeler as well as a four-wheeler, he or she will be issued only one smart card as licence. Even if a person were to apply for a licence to drive only one type of vehicle, say, a two-wheeler, he or she will be issued one smart card as licence.

If such a person owns a two-wheeler as well as a four-wheeler, he or she will be given two smart cards, one for the former and the other for the latter, as registration certificates. Hence, a smart card will be issued for each vehicle registered.

Mr. Purushotham said that so far, the RTO here had issued 3.69 lakh driving licences and registered 2.71 lakh vehicles.
